Abstract
Military exercises are largely overlooked by scholars of international security, despite the fact that exercise planning, execution, and analysis represent a huge investment of any military’s energy. Nonetheless, they offer the possibility of a rich research program about what states prioritize and how they adjudge their relationship to other state and non-state actors. We examine the role that multilateral maritime exercises (MMEs) play in the implementation of grand strategy in three regions—Europe, the Middle East, and the Indo-Pacific. Our central proposition is that as American policymakers and military leaders’ perception of a strategic threat increases, the purpose, numbers, and participants in MMEs will change. MMEs will move from a focus on peacetime operations to those designed for military crisis response or management, or for preparation for war.
Resumen
Existe una tendencia, por parte de los académicos en el campo de la seguridad internacional, a pasar por alto, en gran medida, los ejercicios militares, a pesar del hecho de que la planificación, ejecución y análisis de estos ejercicios representan una gran inversión de energía para cualquier ejército. No obstante, estos ofrecen la posibilidad de obtener un interesante programa de investigación con relación a lo que priorizan los Estados y cómo juzgan estos su relación con otros agentes, tanto estatales como no estatales. Estudiamos el papel que desempeñan los ejercicios marítimos multilaterales (EMM) en la implementación de la estrategia al máximo nivel en tres regiones—Europa, Oriente Medio e Indo-Pacífico. Nuestra principal hipótesis es que, a medida que aumenta la percepción de una amenaza estratégica por parte de los responsables políticos y de los líderes militares estadounidenses, el propósito, el número y los participantes en los EMM se verán modificados. Los EMM pasarán, entonces, de centrarse en las operaciones en tiempo de paz a centrarse en aquellas operaciones diseñadas, o bien para la respuesta o gestión de crisis militares, o bien para la preparación para la guerra.
Résumé
Les chercheurs en relations internationales omettent largement les exercices militaires, malgré le fait que leur planification, leur exécution et leur analyse représentent un investissem*nt énorme en énergie, quelle que soit l'armée. Ils pourraient toutefois faire l'objet d'un riche programme de recherche quant aux priorités des États et la façon dont ils se prononcent sur leur relation avec d'autres acteurs étatiques et non étatiques. Nous examinons le rôle que les exercices maritimes multilatéraux (EMM) jouent dans la mise en œuvre de stratégies globales au sein de trois régions—l'Europe, le Moyen-Orient et l'Indo-Pacifique. Notre proposition principale est la suivante, à mesure que la perception d'une menace stratégique par les décideurs et les dirigeants militaires américains augmente, la finalité des EMM, leur nombre et leurs participants varient. S'ils se concentraient sur des opérations par temps de paix, les EMM se focalisent désormais sur la réponse à une crise militaire ou sa gestion, ou encore la préparation d'une guerre.
